According to the recent trials lead by IPCom, the answer is yes.

Indeed, the German NPE has successfully adapted the American patent troll model into the European patent system.
On the 25th of November, HTC withdrew its appeal against an earlier judgment [LG Mannheim 7O 94/08] that ruled HTC was infringing patent #100, one of the patents in IPCom’s portfolio, acquired to Bosh in 2007.
