Economic Impact of 'First to File': Canadian Perspective

While bipartisan consensus was announced recently to reform US patent law and adopt a 'First to file' principle (as opposed to the current 'First to invent' applicable rule), it is interesting to read an economic article on the subject that analyzes the effect of the 'First to file' 1989 legislation in Canada.

In an article published in April 2009 (see HERE), Shih-tse Lo of McGill University finds "that the switch failed to stimulate Canadian R&D efforts. Nor did it have any effects on overall patenting. However, the reforms had a small adverse effect on domestic-oriented industries and skewed the ownership structure [...]
